A simple way to start
- Define the decision question and what the forum can genuinely influence. Who could lead it: Forum sponsor
- Recruit balanced participants and identify missing or overrepresented voices. Who could lead it: Convening lead
- Circulate a concise evidence pack and declarations process. Who could lead it: Research lead
- Facilitate deliberation into options, trade-offs and named commitments. Who could lead it: Independent facilitator
- Publish the agreed record and track each action to closure. Who could lead it: Accountability secretary
What should we look for?
- Diversity and relevance of participant mix.

- Does it fit a real local need?
- Can people take part safely and fairly?
- Are the facts, permissions and Rotary branding right?
- Who will lead it, and when will we review it?
