A simple way to start

  1. Establish shared governance and let affected communities define success. Who could lead it: Summit co-chairs
  2. Commission a concise evidence and systems map, including dissent. Who could lead it: Research lead
  3. Recruit participants by decision lever and missing perspective. Who could lead it: Participation lead
  4. Run co-design streams into funded, owned 90-day actions. Who could lead it: Independent facilitation team
  5. Publish the action portfolio and convene quarterly accountability reviews. Who could lead it: Summit secretariat
