- Define the affected population and desired change with community representatives. Who could lead it: Community co-chair
- Map member contributions, gaps and dependencies against the outcome. Who could lead it: Coalition analyst
- Adopt a compact indicator set and lawful data-sharing method. Who could lead it: Measurement group
- Launch coordinated workstreams with distinct accountable leads. Who could lead it: Steering group
- Use quarterly evidence reviews to adapt, stop or scale activity. Who could lead it: Backbone coordinator
