A simple way to start
- Quantify the common sector constraint and current duplicated costs. Who could lead it: Coalition analyst
- Select members with relevant authority and complementary capability. Who could lead it: Formation group
- Approve the charter and one shared service or coordination pilot. Who could lead it: Member delegates
- Operate the pilot with transparent cost and service records. Who could lead it: Host organisation
- Evaluate beneficiary and member value before adding workstreams. Who could lead it: Coalition board

- Can people take part safely and fairly?
