A simple way to start
- Ask students to select and sequence issues within the agreed civic scope. Who could lead it: Youth reference group
- Prepare balanced stimulus material with accessible formats and verified sources. Who could lead it: Research lead
- Facilitate dialogue circles using anonymous and spoken participation options. Who could lead it: Independent facilitator
- Turn discussion into prioritised recommendations and test them with the group. Who could lead it: Student rapporteurs
- Present recommendations to decision owners and track written responses. Who could lead it: Accountability coordinator

- Cohort retention across the series.

- Can people take part safely and fairly?
