A simple way to start

  1. Validate the challenge and success test with users and operators. Who could lead it: Forum challenge owner
  2. Invite solution briefs through an open, non-procurement process. Who could lead it: Innovation coordinator
  3. Screen proposals for evidence, conflicts and unacceptable risks. Who could lead it: Technical and ethics reviewers
  4. Run user-led comparisons and select at most one bounded experiment. Who could lead it: Independent forum chair
  5. Document the trial authority, stop conditions and evaluation owner. Who could lead it: Pilot sponsor
