A simple way to start
- Define legitimate contribution routes with the civic priority owner. Who could lead it: Forum governance lead
- Recruit corporate, community and workforce voices around relevant levers. Who could lead it: Convening committee
- Test scenarios on transparency, conflicts and community consent. Who could lead it: Independent chair
- Agree contributions with owners, resources, disclosures and exit conditions. Who could lead it: Forum participants
- Publish an approved contribution register and verify delivery. Who could lead it: Accountability secretary
