- People directly affected by one defined local issue, recruited beyond the club's existing network. Use when a specific decision or service question genuinely benefits from affected people's experience.
Before the club starts
- Accessible invitation, practical adjustments, attendance choice and safer disclosure route.
- Questions tested for clarity, relevance, cultural appropriateness and unnecessary sensitivity.
- Accurate anonymous, confidential or attributed participation statement and retention plan.
- Facilitator, note-taker, safeguarding, complaint, referral and emergency briefings.
Capacity guide
- Likely cost
- CP-12 source $0-$100 for venue or materials; CP-15 overlay $20-$80 for refreshments. Budget trusted outreach, interpretation, access supports, facilitation, participant support, synthesis and feedback as required.
- Lead time
- Source allows 1-2 weeks overall only for a simple trusted context; extend for representation, interpretation, outreach partners, sensitive topics or decision scheduling.
- People
- One prepared facilitator, one capture lead, two hosts/access support, one accountable question and decision owner, and named safeguarding or difficult-conversation route.
Controls and safeguards
- Proceed only when the question, affected audience, influence boundary, safe method and report-back date are public; partner for trust or facilitation gaps, or defer when no authority can close the loop.
- State attribution accurately and obtain express agreement before using a name, quotation or story beyond the listening record.
- Offer feasible in-person, remote, written or assisted routes and identify practical adjustments clearly.
What to measure
- Reach by affected group, participation routes used and representation gaps
Follow-up: Provide the promised synthesis and decision update in accessible form, close referrals and participant questions, secure or dispose of records as stated, and document whose perspectives remain missing before any next action.
