A simple way to start
- Validate the civic need with users and the responsible council business unit. Who could lead it: Community-needs lead
- Secure concept endorsement before fundraising or public announcements. Who could lead it: Council project sponsor
- Complete design, permit, procurement and site-safety decisions. Who could lead it: Technical workstream
- Deliver with authorised supervision and documented change control. Who could lead it: Delivery manager
- Hand over the asset, maintenance record and public information. Who could lead it: Council asset owner
