• Community innovators, councils, universities, service providers, lived-experience contributors and Rotary pilot sponsors. Use when existing responses leave a clearly evidenced service or access gap.

Before you start

• A problem brief co-authored with affected people and a baseline describing the gap.
• Pilot ethics, privacy, accessibility, IP and failure thresholds.
• A sponsor with authority to adopt, fund or close the tested solution.

At the end: Return findings to participants before promotion, close pilot data and support obligations, and scale only through a newly authorised delivery plan.
