Residents receive more consistent pathways and regional resources are used where need and capacity are greatest.
A simple way to start
- Map cross-border needs, assets and existing regional forums. Who could lead it: Regional analyst
- Recruit a balanced founding group from affected localities. Who could lead it: Network sponsor
- Adopt the charter and select one regional coordination task. Who could lead it: Founding members
- Assign local delivery leads and a central dependency tracker. Who could lead it: Secretariat
- Review regional benefit and representation before expanding membership. Who could lead it: Network chair
