A simple way to start

  1. Consult agencies and community stakeholders to refine the civic question. Who could lead it: Programme curator
  2. Invite participants through authorised channels with roles and attribution stated. Who could lead it: Public-sector liaison
  3. Brief the moderator on neutrality, conflicts and system constraints. Who could lead it: Forum chair
  4. Facilitate evidence, community perspective and bounded action design. Who could lead it: Independent moderator
  5. Confirm authorised actions and publish an accurate non-partisan record. Who could lead it: Secretariat
