Initiative-specific development wave
How this draft was developed
These sources support general principles for member development, checking professional authority, truthful representations and referral to official help; they do not constitute Rotary International, ASIC, Ahpra, ACCC or Legal Services Commission endorsement of the named Professional Advice Clinics initiative, any provider or this locally designed delivery model.
Primary references consulted
Deliver Continued Value(Rotary International) Used for: Rotary encourages clubs to offer mentoring, leadership development, skill-building and opportunities to make professional connections.; The guidance distinguishes member-development opportunities from any endorsement of a particular professional service.
Financial Advisers Register(Australian Securities and Investments Commission - Moneysmart) Used for: People providing personal advice on investments, superannuation and life insurance must appear on the Financial Advisers Register.; The register records qualifications, training and the products an adviser can advise on, while the register itself is not an endorsement.
About Registration(Australian Health Practitioner Regulation Agency) Used for: Ahpra provides a public register for checking whether a health practitioner is qualified, registered and currently registered.; Registration may include conditions or undertakings that affect a practitioner's permitted practice and must be checked.
False or Misleading Claims(Australian Competition and Consumer Commission) Used for: Claims about products or services should be true, accurate and based on reasonable grounds.; Information conveyed verbally, in writing, on websites, social media or through testimonials can create a misleading impression.
Legal Services Commission of South Australia(Legal Services Commission of South Australia) Used for: The Commission provides an official pathway to free legal advice and legal-help services in South Australia.; A club can refer a participant seeking individual legal help to an established service rather than handling the matter in a group clinic.

What still needs a person to confirm
Confirm the member, prospective-member, past-member and community needs, preferences and consent that the local design assumes.
Confirm which privacy, safeguarding, incorporated-association, charity, work health and safety, food, liquor, copyright, licensing, screening and other duties apply to the club and the activity.
Test accessibility, cultural safety, belonging, language and alternative participation routes with affected people and recognise First Nations cultural authority rather than inferring suitability from the guide.
Confirm every local fact, starting point, cost, role, current service contact, measure, stopping condition and platform capability before the club decides to proceed.
Confirm the authority and current scope of each primary source, resolve login-gated or moved-page references and keep any candidate District material attributed and unapproved until its source decision is made.
The source-verification release gate remains closed.
Checks still on hold
This initiative must not proceed without topic-specific governance review and written approval; the title alone is not an authority to run a clinic.
The club must verify every presenter's current registration, licence, authorisation, scope, restrictions, insurance and conflicts from appropriate evidence immediately before delivery.
No personal advice, diagnosis, case review, client relationship, sales activity, data harvesting, referral commission, testimonial or club endorsement is permitted.
Any separate individual service must occur outside the event under the provider's own professional arrangements, informed consent, records, insurance, fees, complaints and regulatory obligations.
Still an internal draft: source interpretation, local suitability, accessibility, governance and editorial approval remain open checks.
What could this idea change?
It helps knowledge, confidence and encouragement move between members instead of resting with a few people.
It may suit: Members seeking guidance or a new challenge, and the people offering practical support.
Could this work in our club?
Consider Professional Advice Clinics when members want guidance or a next challenge but the available pathways are hard to see.
A clearly defined general-information topic where members would benefit from understanding terms, warning signs, official resources and how to find authorised help.
A presenter whose current registration, licence, authorisation, scope, insurance and conflicts can be independently checked for the topic and jurisdiction.
A one-off pilot with a written scope, no personal case discussion, an approved referral sheet and post-session governance review.
Before you start
Written approval from the club's authorised governance body for the exact topic, audience, format, jurisdiction, boundaries, risk controls and whether the initiative should proceed at all.
Independent verification immediately before the event of the presenter's identity, current registration, licence or authorisation, relevant scope, professional indemnity arrangements and any published restrictions.
A presenter agreement stating that the session is general information only, no personal advice or service relationship is created, no selling or data harvesting is allowed and the presenter handles any separate professional service under their own arrangements.
A plain-language participant notice, question-screening process, approved official referral list, privacy and incident plan, accessibility arrangements and a host authorised to stop the session.
At the end: At the 90-day review, compare the recorded measures with the starting point, resolve the listed governance holds and tell participants whether Professional Advice Clinics will change, continue or stop.
