Before you start
- A regional system map showing jurisdictions, existing plans, Traditional Owner interests, dependencies and gaps.
- A governance and invitation protocol that prevents one locality or sector dominating.
- Accessible hybrid or distributed participation, travel support where feasible and a public-record standard.
At the end: Publish the authorised regional action map within 14 days, correct jurisdiction errors promptly and convene owner check-ins at the agreed regional milestones.
