A simple way to start
- Match current council-plan priorities to the club's proven capabilities. Who could lead it: Partnership lead
- Confirm mandate, financial boundary and conflicts before any approach. Who could lead it: Board sponsor
- Request an officer-level scoping meeting through the appropriate council channel. Who could lead it: Council liaison
- Document a small pilot with roles, approvals, milestones and an exit point. Who could lead it: Joint working group
- Review delivery evidence and decide whether to renew, expand or close. Who could lead it: Club secretary
What should we look for?
- Relevant council officer accepts a scoping meeting.

- Does it fit a real local need?
- Can people take part safely and fairly?
- Are the facts, permissions and Rotary branding right?
- Who will lead it, and when will we review it?
