Civic services gain trained community support for approved non-operational tasks without confusing authority during incidents.
A simple way to start
- Identify non-operational support gaps with the civic-service authority. Who could lead it: Agency liaison
- Assess club capacity and exclude roles needing statutory or specialist authority. Who could lead it: Risk lead
- Formalise activation, supervision, communications and reimbursement. Who could lead it: Partnership officers
- Run a tabletop or small exercise before live deployment. Who could lead it: Exercise controller
- Debrief readiness and update the contact and capability register. Who could lead it: Preparedness coordinator
